That is one of the options being discussed other options include stoping the dail-a-ride service. Input from the greater public is desperately needed. The interim director is not from the area and does not know the road conditions, he does know how to run a transit district (hood river), but needs help with the intricacies of our coastal communities and ridership. The work session is at 9AM at the transit building in Astoria. Erin/Wendy: Due to the dire financial situation, SETD has announced that<br>starting April 1, the Cannon Beach Shuttle is discontinued. Kathy: This is a great loss to Cannon Beach.<br>This undermines the PR that we spread about our free shuttle and put<br>pressure on our already limited parking. Wendy: It appears that the Motel Tax bills are still in committee, but<br>are still moving forward. George: According to a Feb 15th Daily Astorian<br>article, two Senate bills being sponsored by Sen. Betsy Johnson,<br>D-Scappoose, could change the uses for lodging tax dollars that fall under<br>the current law's strict definitions. The bills would allow cities and other<br>collectors of lodging taxes to apply them to more general uses, if those<br>uses can be tied to tourism. George and others expressed concern that if not<br>for the current state requirement, none of the lodging tax dollars would be<br>used for PR and that the proposed changes would result in no funds from any<br>future increases being used for PR. BobNer suggested we invite Betsy to a<br>WMM. George e-mailed her but did not hear back so re-sent his message.<br>10. George: The Seaside Signal reports that "A Seattle-based consulting team<br>is recommending the removal of the west bank berm between the Necanicum<br>River and Highway 101 and constructing a 400-foot berm on the east side of<br>the highway to ease the flooding along U.S. Highway 101. Consultants are<br>also recommending crews construct berms at the RV Park and Beerman Creek or<br>raise a portion of the highway, along with constructing a berm north of<br>Beerman Creek and a berm/floodwall on Dooley Bridge. "Our overall goal is to<br>provide uninterrupted function of Highway 101 during most years and to<br>reduce the frequency and severity of flooding," said Vaughn Collins, senior<br>engineer for Northwest Hydraulic Consultants of Seattle. "We are not trying<br>to stop it." Kathy expressed concern that this was not enough and that more<br>should be done. The project as proposed is to cost approx $500K. <br>13 Spring Break: Wendy: The Ocean Lodge filled up last weekend but last<br>minute. Rooms are available this week though. I turned <br>on the TV and she begged me to come to Portland. I packed up my car and left<br>-- it was eerie. When <br>I got to the junction, I got a reverse 911 call on my cell I was very<br>surprised because I thought I was <br>one of the few -- looked in my rear view mirror and it was like summer with<br>a long line of people <br>heading to Portland: A constant speed. On 26 there were clusters of cars and<br>2 accidents. Camp 18 <br>was packed -- I made it to Portland -- came back home on Friday -- 7pm." She<br>continued with the <br>fact that there was some damage even to South America, south of Lima. -- She<br>continued, "At 5:30 <br>Aaron Meyer called me. He was supposed to have assemblies at the schools in<br>the morning and then <br>the evening and wanted to know what to do. Since the schools are closed we<br>cancelled it. Yet she <br>received many calls from people asking about the 7pm concert. -- "There<br>were a lot of people <br>interested in it." -- They are now in the process of coordinating with the<br>school to reschedule -- <br>now towards the end of May for the assembly for the schools. -- She<br>indicated that there had been <br>no formal communication about the cancellation for those who might have<br>tried to attend.<br><br>Michael -- He has a mother and sister in Florence -- "My sister freaked<br>out." -- His opinion was <br>that if it wipes out Hawaii then he was going to worry. He went to the<br>office and then decided to go <br>up to Neakahnie Mountain. He began taking pics of the coastline every 15<br>minutes, -- "Then it <br>became a normal day."<br><br>Patti - Was contacted by her boss in Portland -- "Her husband was called<br>in." -- Patti "..spent the <br>time with Eric our emergency coordinator getting our best info from the TV."<br>-- She felt that the City <br>of Seaside had it more together -- Later they evacuated the lower floor of<br>the hospital just to be safe. <br><br>Lesle - Was aware of the crisis as soon as it came on the TV. Had already<br>packed the car by the time <br>her son called at about 1:30am urging her to evacuate. She called her<br>ex-husband Jack who then <br>indicated he had been called out as a CERT volunteer, so she went up<br>Broadway where she knows <br>several friends. She stayed with one friend watching the news until about<br>9am then went home.<br><br>Kathy -- "My first reaction was to watch the TV, then call my tenants in<br>town: they were up. Then I <br>called my staff to make sure they were safe and prepared: I called in the<br>order they live from the <br>beach. I woke up some of them and then got a call back with thank you for<br>the warning. Then the fire <br>department went by announcing that we needed to go to higher ground. Okay.<br>My worry is that there <br>was a lot of emphasis put on 7 when the news was saying that would be just<br>the first of many waves. <br>When 7:30 didn't happen, people started to drive off right away. They seemed<br>to be unaware that as <br>time goes on the waves could get bigger. After 7:30 the cars began moving<br>again and yet there was <br>no all clear. It didn't seem like people were expecting that type of thing<br>either."<br><br>Kari -- Her oldest son called 11:30 pm. "I stayed up all night to watch the<br>tragedy. At 5:30 I went up <br>to the north entrance and sat in my car."<br><br>Patrick -- "I was awakened by Wendy Higgins. First we made sure the gasoline<br>at RV resort was <br>opened so we could take care of community members leaving town. <br><br>-- Then we determined how to best deliver the message to our hotel guests."<br>Wendy had prepared <br>bagels and snacks for the guests at their hotel and ended up helping <br>those at the Stephanie Inn as well. After ensuring his staff and guests were<br>taken care of, he and his <br>family "hung out" on high ground the majority of the day -- "We had about<br>10 people check out <br>because of the warning and perhaps another dozen cancel." -- He then<br>related a story about a flood <br>insurance policy which had expired March 9. He was told by his agent that<br>they were covered, but a <br>question still remains about the gap between policy expiration and payment<br>of the new invoice. <br><br>Gary -- "I was preparing for our Savor Cannon Beach event on Thursday,<br>driving through flooded <br>highway thinking, can this get any worse? We had a great event on Thursday,<br>the wine throw down, <br>then I went home and watched the news. I thought, there may be something.<br>Hearing that what <br>happens in Hawaii would be the first sign, I dozed off. At 3am there was a<br>siren or Jackson pulling at <br>my arm because of the siren. I got up and just monitored things -- social<br>media -- We would do <br>what we could do with social media -- At about 6 we went up to Haystack<br>Heights. -- If you watched <br>the news -- I would have thought it was time to call FEMA -- They were on<br>the extreme side -- What <br>they were doing on social media -- They were saying the tide has receded in<br>Cannon Beach which <br>means a tsunami is building. I got on and sent a message -- "Hey KATU news:<br>The tide has receded <br>and exposed a giant rock in the form of a haystack." -- We came back down at<br>11:30 to set up for <br>our next event -- we missed only one event -- <br><br>Brian -- "We had 6-8 houses in. It is a bit more complicated to notify our<br>guests because they are <br>not all one property." -- He received a call at 1:30 from Linda who is on<br>the fire board, then they <br>started calling guests and calling staff. "We all stayed home and watched<br>the news. Then we went out <br>later and made physical contact with the guests we had not been able to<br>reach earlier. All of our <br>guests stayed and we had 10 check ins that day and they all came. -- He<br>continued to say they had <br>warned the pending arrivals of the situation and that they have had a plan<br>in place for about 5 years. <br>"We will review that this week and make changes." - He reminded us that the<br>reverse 911 calls are a <br>courtesy. It is an automated system that keeps going until it it answered. <br><br><br>John B -- Stated that his comparison is from Kansas and tornado warnings.<br>They have three stages: <br>advisories and watches and warnings. "In Kansas the sirens blow and that is<br>the time to start visiting <br>with your neighbors about what is about to occur. We went to Brian and<br>Barb's to watch -- impending <br>clarity or doom depending on which media you watch." <br><br>Bob Neroni -- "If this is as big as it was in Japan what do we do? They keep<br>reassessing what is the <br>safe area to go -- where do we go -- we will be surrounded by water."<br><br>Carol -- "In Japan the wave ran 6 miles inland." <br><br>Recap of savor Cannon Beach by Gary -- "We hedged our bets by going to<br>sponsors who had bought <br>advanced tickets -- a hedge against inclimate weather -- helping the<br>children's center -- 100 <br>tickets were sold in advance -- Of 40 tickets sold -- 38 showed up on<br>Thursday night and the other <br>2 on Friday. I didn't see those people. I don't know that anybody left. So<br>events went off without a <br>hitch - the crowds were good for all events -- it is possible especially the<br>saturday event could have <br>been better attended -- <br><br>Bob N -- "It felt like it was 100 people less this year." <br><br>Gary -- "Not all of the tickets were redeemed for the wine walk. The good<br>news is they sold 300+ <br>tickets -- we sold 100 thanks to the sponsor -- the children's center did<br>make their goal -- my goal <br>was higher than that - we may have had closer to 500 without all of the<br>excitement. <br><br>Patrick -- "The events seemed to be better organized and publicized this<br>year." <br><br>Gary -- "The Children's Center made their money....it is kind of a miracle.<br>We will be writing them a <br>check ourselves for $2,500 -- more monies to come in -- I think their goal<br>was $10,000 and I think <br>they made it." <br><span style='font-family:"MS Mincho"'>
</span>Carmen -- "We had cancelled the olive oil tasting on Friday. On<br>Saturday I had a tea and had people <br>there and did the olive oil tasting. I did walk through town -- l noticed<br>there were fewer people than <br>last year."<br><br>Bob -- "Salt was at 11 and we tested over 80 people."<br><br>Kathy -- "From a retail perspective, the event didn't help sales but the<br>atmosphere and the people <br>around were amazing. The sun coming out helped - Thanks Gary -- in general<br>atmosphere and <br>mood of people -- feedback -- they were in a good mood and taking in things<br>and talking about <br>coming back -- planning other things -- for them to have never been here and<br>plan to come back, I <br>thought was really good." <br><br>Gary -- "In the past it ha been largely a local event, but we wanted to make<br>it a destination. 80% of <br>tickets sold were from out of town so I know we made some gains in that<br>area. One pereson said 'It <br>was really fun and we got to go to a lot of places we hadn't been before.'<br>Even some of the locals said <br>they went in places they hadn't been in years."<br><br>Bob -- "An overwhelming sigh of relief. Please make this happen again. Lesle went on to say event though this College<br>Program has been so valuable, the State's Small Business Development Center<br>has not fulfilled its role in helping business. <br>5. George: Meeting on the progress of the study of Highway 101 Flooding -<br>March 21 at 4 pm at the Bob Chisholm Senior Center located at 1225 Avenue A<br>in Seaside. <br>6. George: According to a Feb 15th Daily Astorian article, two Senate bills<br>being sponsored by Sen. Betsy Johnson, D-Scappoose, could change the uses<br>for lodging tax dollars that fall under the current law's strict<br>definitions. The bills would allow cities and other collectors of lodging<br>taxes to apply them to more general uses, if those uses can be tied to<br>tourism. George and others expressed concern that if not for the current<br>state requirement, none of the lodging tax dollars would be used for PR and<br>that the proposed changes would result in no funds from any future increases<br>being used for PR. Gary: For budgetary reasons, the administration at Clatsop Community<br>College is recommending to the Board that the Small Business Development<br>Program be dropped by the college and moved to the Small Business<br>Development Center. There is concern that the program would suffer without<br>the guidance and leadership of the person who has done it for 20 years and<br>knows the area and it's businesses so well. The Board will be taking<br>community input Tuesday March 1 at 630pm in Columbia Hall Room 219.<br>17. George: Sunset Empire Transit District (SETD) has a Board position<br>opening. SETD operates the bus system from Astoria to Nehalem, including<br>Cannon Beach. They meet once a month for a meeting that lasts 2 hours. They<br>receive packets a week in advance. Sometimes they will have a special<br>meeting during the month. People are needed who are willing to give time<br>and business knowledge to the Board. You would have to go the court house<br>and register for the May election, It would cost you $10.00. The position<br>that will be open is # 7. The person who has served for 8 years is leaving<br>due to her job. <br>18. Dale: The History Center has (after a three year wait) been given the<br>green light on a Smithsonian Exhibit during July and August. Volunteers are<br>needed.
